Community Economic Development-Related Funding Available

 


CDBG Disaster Assistance Funds. HUD publishes the initial allocation for grant funds for CDBG disaster recovery grants, for the purpose of assisting in the recovery in areas covered by a declaration of major disaster under the Emergency Assistance Act as a result of recent natural disasters. This notice also outlines waivers and challenges associated with the grants. Each state receiving an allocation may request additional waivers from HUD as needed to address the specific needs related to that state's recovery activities. HUD is defining "recent natural disasters'' to be all major natural disasters that occurred and were declared from May 1 to June 30, 2008. Contact: Jessie Handforth Kome, (202) 708-3587. The Treasury Department, Community Development Financial Institutions (CDFI) Fund publishes application deadlines for the FY09 funding round. Financial Assistance and/or Technical Assistance funding applications are due October 29, 2008. CDFI certification applications are due October 1. The Fund will post application information at: www.cdfifund.gov. See the August 15, 2008 Federal Register, p. 48011.

The Neighborhood Design Center in Maryland provides technical assistance and funding for the earliest stages of community development projects. Neighborhood Design Center helps nonprofits and community-based organizations prepare the necessary drawings, studies, and cost estimates that will be attractive to public or private investors. NDC serves low- and moderate-income communities throughout the Baltimore and Prince George's County area of Maryland. Applications are due October 15. Web: http://www.ndc-md.org/html/assistance.htm.

Previously Published (Ongoing) Grants

 


Homeless Assistance Grants. On July 10, 2008, HUD published in the Federal Register the NOFA for the Continuum of Care (CoC) Homeless Assistance Program. HUD is making available approximately $1.42 billion in FY08 for the CoC program. HUD now establishes the deadline date for the submission of applications and corrects or clarifies portions of the NOFA. Applications are due September 26, 2008. See the August 13, 2008 Federal Register, p. 47205 for more information.

The Maryland Affordable Housing Trust (MAHT) holds two funding rounds per year, generally in February and August. The maximum award amount is $150,000.Funding for project-specific capacity building, operating expenses and support services are generally made as grants. Funding for capital costs are offered as deferred-payment loans or recoverable grants payable if the project is sold and/or ceases to be used for low-income occupancy. Applications are due September 26, 2008. (Info.)

Adobe Community Relations. Adobe is currently accepting grant proposals in the following communities for their Commitment to Community program: San Jose/Silicon Valley, California; San Francisco, California; Seattle/King County, Washington; and Ottawa, Ontario, Canada. Adobe supports nonprofit organizations and programs located in Adobe communities that address community-specific needs, with an emphasis on providing services to reduce hunger and homelessness and provide affordable housing. The Adobe Action Grant program provides one-time cash-only grants for general operating and program support through a competitive, quarterly online application process. Grant amounts range from $5,000 to $20,000. (Info.)

The Allstate Foundation supports national and local programs that fit within three focus areas: Safe and Vital Communities: catastrophe response, youth anti-violence, neighborhood revitalization; Economic Empowerment: financial and economic literacy, empowerment for victims of domestic violence; Tolerance, Inclusion and Diversity: hate crimes, alleviating discrimination. The Blue Moon Fund seeks economically sustainable development models that do not displace people while taking advantage of market forces. LOIs and full proposals are considered on a rolling basis. Desired outcomes of the initiative are: creation and financing of community-based enterprises that are environmentally sound, have value in the global marketplace, and are replicable; government commitment to policies that encourage the formation of and investment in micro-enterprises in remote areas; increase in demand for green products; and poverty reduction.

Ben and Jerry's Foundation provides grants for programs that focus on community development, the economically disadvantaged, employment, environment, homeless, housing, immigrants and refugees, intergroup relations, minorities, Native Americans, race relations, women and youth. The Bank of America Charitable Foundation has funds available for neighborhood excellence. Bank of America's local grant making activities can vary, depending on what the local community needs. Previous recipients included: Affordable housing organizations and small business incubators. The majority of local grant making programs have no deadline and nonprofits are eligible. The Wachovia Foundation is offering grants to nonprofits that have broad community support and address specific community needs, demonstrate fiscal and administrative stability and align with one or more of the Foundation's focus areas: Education, Community Development, Health/Human Services. The organization should: Exhibit significant support from a Wachovia employee; target individuals or communities with low- to moderate-income, help build inclusive and diverse communities and foster collaborative efforts that leverage our community investments. Nonprofits that perform the following community development activities are eligible: create and sustain affordable housing; revitalize low- to moderate-income neighborhoods; facilitate job creation, work force development, and financial literacy/empowerment and provide economic development for minority and underserved groups and/or low- to moderate-income areas. All applicants must take an eligibility quiz to qualify for funding.

The Lowe's Charitable and Educational Foundation supports community improvement projects that fall within the following focus areas: neighborhood beautification, building repair/renovation and landscaping enhancements of facilities serving the community and community clean-up initiatives. Lowe's provides funding only to tax-exempt nonprofit organizations and public agencies in communities where Lowe's operates stores and distribution centers. Grants generally range from $5,000 to $25,000. Application available online.

The Kresge Foundation provides Green Building Initiative Planning Grants on an ongoing basis for the renovation and historic preservation of existing structures--as well as new green construction. Grants range from $50,000 to $100,000 to support the integrated design process for the following projects: renovation, historic preservation, new construction designed to achieve certification from the U.S. Green Building Council, new construction designed to meet the Cascadia Region Green Building Council's Living Building Challenge and new construction designed to be net-zero energy efficient.
